what is the lowest graphic rate and the lowest internet quality needed to stream??just for the information

This video is a little out of date since August 8th 2016, but if you choose to download OBS classic 0.659, you can get the similar version and it will be easier to follow along.

Say you are playing a game full screen and you stream the gameplay and your webcam…is there a way to be able to read the twitch chat at the same time? Or do you have to hide the game screen to see the chat?
